City Civil Registrar Editha G. McCartney, along with Registration Officer William J. Baranggan, Jr., who represented the Philippine Statistics Authority (PSA) Davao del Norte Statistical Office, and representatives from the different Medical Institutions and Birthing Homes/Lying-Ins in Tagum City, appeared before the Joint Committee Hearing on Science and Technology and Laws, Rules, Regulations, and Privileges, presided by its Chairperson, Hon. Ciara Isabelle Uy-Salazar with members, Hon. Edd Mark O. Wakan, Hon. Arturo V. Ong, Hon. Rex Jasper R. Aala, MM and Hon. Agripino G. Coquilla, Jr., CE, on June 24, 2026 at SP Session Hall to discuss the proposed Memoranda of Agreement as follows:
1. The use of the Batch Request System (BREQS), a system program owned by the Philippine Statistics Authority and to be used by the City Government of Tagum, through the Office of the City Civil Registrar, which provides an offline method of receiving requests.
2. The use of the Extended Tagum City Local Civil Registry System (eTCLCRS), a system program conceptualized and developed by the Office of the City Civil Registrar for the use of medical institutions (Public/Private Hospitals and Lying-ins) operating in Tagum City to computerize, fast-track, and simplify the preparation of birth and death certificates.
We also extend our sincere gratitude to the members of the City Council present during said Committee Hearing, Hon. Romeo L. Catayas and Hon. Leo D. Revita, for supporting our programs, initiatives, and innovations.
Through these innovations, the Office of the City Civil Registrar continues to strengthen our commitment to serving our Palanggang Tagumenyos with efficient, reliable, and people-centered civil registry services.
